Discount tier progress bar

Have a discount tier progress bar that always shows on the bottom of mobile to encourage users to add more instead of just having the text. So id they get a discount at 4 items have the bar go up every time they add an item. But show it all the time, currently on mobile the encouragement only shows if they show the box on mobile.
